Senate Republicans Release Plan to Reopen Michigan

The Senate Republican caucus has outlined their five-phase plan to reopen the state and allow residents to live life while COVID-19 is still present. In their proposal, they redefine “essential” as “safe,” which would allow more places of business to open. It recognizes that different geographic locations are experiencing different levels of the outbreak and as such different locations throughout the state may operate at different phases outlined in the plan. Additionally, it calls on the state to create a resurgence plan when there is a recurring outbreak. Each phase recognizes the conditions that must be met to reach that phase, it outlines the business activity that can operate, and lastly outlines what activity would be allowed by citizens.
