Senate Passes Governor’s Marshall Plan for Talent

This week, the Senate passed a two-bill package implementing Governor Rick Snyder’s earlier announced, “Marshall Plan for Talent.” Formally announced in February, the plan calls for funding innovative programs, including competency-based certification, assistance for schools to improve curricula and classroom equipment, scholarships and stipends, and support for career navigators and teachers. Furthermore, it aims to increase and retain talent for high-demand and emerging fields.

The legislation appropriates $100 million from the Talent Investment Fund, of which an estimated $61.2 million would go to districts and intermediate districts. Funding for specific programs includes:

  • Creating competency-based programs
  • Supporting cybersecurity training
  • Providing technical assistance for districts to integrate the Michigan Merit curriculum
  • Funding for teachers who participate in the Innovative Educator Corps
  • Competitive grants to purchase equipment, with the goal of increasing the skilled workforce in emerging and high-demand fields
  • Scholarships for low-income students for a credential or degree in high-demand fields

The bills also provide funding for an awareness campaign and for the administration that will come along with this proposal. The legislation has been referred to the House Appropriations Committee for consideration.
