This week two pieces of legislation were reported by the House Workforce and Talent Development committee making changes to civil service guidelines. The first piece is a joint resolution, introduced by Speaker Kevin Cotter (R-Mount Pleasant) that would allow heads of departments to dismiss state classified civil workers for conduct negatively impacting the duties of the department. If approved by two-thirds of the House and Senate, the joint resolution would go before voters in the next general election. The second piece of the legislation is a bill introduced by Representative Dan Lauwers (R-Brockway), providing the process by which an employee could appeal disciplinary decisions. The two pieces of legislation are tie-barred together, meaning one cannot take effect without the other. The legislation has been referred to the House floor for further consideration.
