House Passes Reforms to Emergency Powers

Gubernatorial emergency powers would be curtailed under a large 30-bill package passed by the House of Representatives this week. Overall, the proposal would set timeframes, increase legislative oversight, eliminate certain laws viewed as redundant, and remove certain powers. Specifically, under the legislation the executive branch would be required to notify the legislature of use of emergency authority within 24 hours. Additionally, the plan would only allow for the use of emergency powers for 28 days, after which the legislature would decide if the powers should be extended. The bill package will be sent to the Senate for consideration.
