General Election Overview: 32nd Senate District

Sep 06, 2018

Through the general election on November 6, the MLC Blog will be highlighting races generally considered swing seats, ones either party could win because of the voter base.  Candidate’s website and professional information is listed when available.

 District Overview

The 32nd Senate District is located in Saginaw and a portion of Genesee County.

 Commentary

Republican Senator Ken Horn is running for his second term in this seat, having previously served three terms in the Michigan House of Representatives. His opponent is three-term State Representative Phil Phelps. The district base shows a slight favor to Republicans with a 50.67% base over a 49.33% Democratic base. Insiders are giving an edge to incumbent Senator Horn in this race, but given the district makeup the near 50-50 partisan split makes this a top tier pickup target for the Democrats.

Democratic Candidate:

  • Phil Phelps – State Representative, worked on Governor Granholm’s re-election campaign, former legislative staffer, served as regional director of external affairs for the Granholm-Cherry administration.

Republican Candidate:

  • Ken Horn – State Senator, small business owner, former Saginaw County Commissioner and State Representative, former substitute teacher.
