Under legislation recently introduced, Senate Bill 177 would require the Department of Technology, Management and Budget (DTMB) and all state agencies with procurement authority to use a bid scorecard system when awarding contracts worth $100,000 or more. Under the bill, contract bids would be tallied based on the following:
The bidder with the highest point tally would be awarded the contract. Bill sponsor, Senator Patrick Colbeck (R-Canton), stated that the goal of the bill is to increase the overall veteran employment rate and improve the transparency of the bid process for the State of Michigan. The bill was voted out of the Senate Elections and Government Reform committee and has been sent to the Senate floor for further consideration.
