Legislation reforming campaign finance law in Michigan quickly moved through the House this week and within hours of being presented, was signed by Governor Snyder. Last week the Senate approved the controversial legislation, sending it to the House for consideration. The House Election and Ethics Committee held one hearing on the bill, reported it from the committee, and that same day the House passed the legislation. The following day, the bill package was presented to the Governor in the morning, and that afternoon he signed it into law.
The legislation allows Independent Expenditure Committees, commonly known as Super PACs, to raise and spend unlimited funds. Candidates can fundraise for those committees, but can’t direct them on how to spend those funds. During the process, the proposal has brought out strong arguments on both sides of the issue. Proponents state the legislation codifies into law an opinion issued by the United States Supreme Court in 2010. While those opposed worry it will decrease transparency in the process.
