Budgets Reported by Full Appropriations Committees

This week, the House and Senate Appropriations Committees reported budgets for the upcoming 2017-2018 Fiscal Year.  Overall, both committees appropriated less funds than Governor Rick Snyder’s executive recommendations.  In their current forms, the House spends $482.6 million less and the Senate comes in $219.7 million below the Governor’s recommendations.

As with prior years, the House rolled their budgets into two omnibus budgets.  The first contains spending for all state departments and totals $38.6 billion, which is $469 million less than the executive budget recommendations.  During committee, several Democratic members stated their frustration with cutting funding for several programs, while there remains a large amount of funds available.  Additionally, there are several points of differences between the House and Senate versions of the budget that will need to be worked out.

The House’s education omnibus contains spending for K-12, community colleges, and higher education.  The budget totals $16.3 billion.  While the community college budget is fairly similar to the executive recommendations, there are several points of differences in the K-12 and higher education budgets.  The Senate’s higher education budget also varies from the executive recommendations, and it contains $7 million less spending.

The budgets have been sent to the House and Senate floors for further consideration.
