Legislature Takes Significant Step on Fiscal Year 2023 Budget

This week, the House and Senate continued to work on the state budget for the upcoming 2022 – 2023 Fiscal Year, which begins on October 1. Following debate, the chambers took floor votes on the various budgets providing funding to state departments, education, local governments, and the courts.

Aspects within the Senate-passed budgets include:

- $2 billion for a tax cut
- $9,150 per-pupil funding
- An 11% increase to university operations
- $581 million to pay off MPSERS unfunded liabilities for universities still in the retirement system
- $361 million for a new Michigan Achievement Scholarship, covering up to $3,000 annually at a community college or $6,000 annually at a university
- $414.5 million to maintain the wage increase for direct-care workers
- Nearly $2 billion in local government transportation funding to help fix local roads

Parts of the budgets as passed by the House include:

- $1 billion for a tax cut
- $100 million radio tower upgrades to aid emergency response departments
- Nearly $20 million for pre- and post-natal care
- $3.5 million for the Michigan Saves Program

The budgets will now head to conference committees where bicameral, bipartisan groups will negotiate the differences and develop budgets that both chambers can pass. The biannual Consensus Revenue Estimating Conference is scheduled for Friday, May 20, where updated revenue projections will be agreed upon. The legislature will use those figures to finalize the numbers within the budgets, in order to pass the budgets and send to Governor Whitmer for her consideration.
