Through executive order, Governor Gretchen Whitmer created a council to facilitate, assist with, monitor, and evaluate the implementation of jail reform legislation. Last December, the legislature passed a series of reforms recommended by the Michigan Joint Task Force on Jail and Pretrial Incarceration. The newly created Council will focus on those changes that were signed into law. Appointees will serve until the Council dissolves on March 31, 2023.

Chief Justice Bridget McCormack will serve as chair of the Council, additional members include:

  • Heidi Washington, Director of the Department of Corrections
  • Dale Hinz, designee of Col. Joe Gasper, Director of the Michigan State Police
  • Melissa Smiley, designee of Secretary of State Jocelyn Benson
  • Deb Cain, designee of Elizabeth Hertel, Director of the Department of Health and Human Services
  • Jerry L. Clayton, Sr., Washtenaw County Sheriff
  • Barbara Hankey, Oakland County Community Corrections Division Manager
  • J. Hilson, Muskegon County Prosecutor
  • Takura N. Nyamfukudza, Partner with Chartier & Nyamfukudza
  • Bill Peterson, Alpena County Commissioner
  • Vasilis K. Pozios, M.D., Chief Medical Officer for Oakland Community Health
  • William Riley, III, Inkster Chief of Police
