Senate Legislation Requires Study on Toll Roads

The Senate passed a seven-bill package they believe will improve infrastructure policy in Michigan. Among the many changes, it requires the Michigan Department of Transportation (MDOT) to study the feasibility of toll roads on Michigan bridges or roadways. Other changes include:

  • MDOT would be required to develop a highway construction inflation index by March 1, 2020 to measure inflation in highway construction costs.
  • Extending the requirement for local asset management reports from three to six years.
  • Puts into law current state reporting requirements, such as MDOT’s five-year plan and long-range plan.
  • Allow local road agencies to swap some of the federal funds allocated to that local road agency with MDOT in exchange for state funds.
  • Establishes a local road agency grant program to assist local agencies in funding technical engineering assistance.

The legislation has been referred to the House Transportation Committee for consideration.
