Governor Signs Michigan Jobs First Directive

This week, Governor Gretchen Whitmer signed an executive directive expanding the list of determining factors used during the state purchasing process. Currently the Department of Technology, Management, and Budget (DTMB) would only use the following factors to make a best value determination: price, quality, transition costs, experience, market share, timeliness, and agreement to terms. Under the directive, the state will also take into account the overall economic impact of the potential supplier’s bid on Michigan businesses and workers, the wages and benefits offered by the supplier to its workers, the supplier’s track record of labor and environmental compliance, and the supplier’s commitment to economically-disadvantaged zones. Additionally, under the directive, DTMB will be required to file an annual report on the results of the directive to determine its overall economic impact for Michigan workers and businesses.
