Governor Signs Education Reform into Law

Governor Rick Snyder signed into law the framework of the Marshall Plan for Talent. Designed to connect employers with educators in order to pair students with in-demand careers, the plan encourages apprenticeships and mentorships with an educational focus on certifications and occupational licensing.

The Governor announced his Marshall Plan for Talent in February and has been working with the House and Senate to pass legislation implementing his proposal. Aspects of the plan, include:

  • $100 million to prepare students for the 21st century economy
  • Allowing schools to use competency-based approaches resulting in high-demand skills and credentials
  • Allows funding to be used for equipment, additional staff, new curriculum, professional development, industry mentors, testing fees, and other tools for schools
  • Creates the Marshall Plan Talent Consortiums, which is a group of educators and employers partnering to change the way students are prepared for careers
  • $20 million in scholarships and stipends for high school students and low-income residents to get high-demand credentials
  • A requirement for the Department of Education and the Department of Talent and Economic Development to develop and make available a model program of instruction in career development
  • Establishment of the Innovative Educator Corps, which is a group of highly-skilled, proven, innovative educators that are nominated by their local schools to be honored for their achievements
  • An awareness campaign for attracting businesses and talent to Michigan
