One Proposal Moves Forward, One Stalls

This week the Board of State Canvassers met to certify two proposals seeking to come before the state legislature. The first proposal would regulate marihuana similar to alcohol, would allow for recreational use of those 21 and older and would allow for taxation, among other items. Revenue from the tax would be used for education, roads, and for the cities and counties with a marihuana business located in their area. If the legislature does not enact this proposal within forty-days it would be placed before voters at this November’s general election.

The second proposal seeks to repeal Michigan’s prevailing wage laws, which states that construction workers on state financed or sponsored construction projects must be paid and receive benefits based on the region, as set by the Department of Licensing and Regulatory Affairs. However, during the meeting by the Board of State Canvassers, the four members were split two to two on certifying the signatures. Due to the tie vote, the proposal is not certified to move forward. The backers of the proposal can ask the Michigan Court of Appeals to certify the signatures, allowing the proposal to move forward. If the Appeals Court certifies the signatures, this would also go before the legislature where they would have forty-days to act.
