On Monday, House and Senate Democratic members announced their “Michigan Jobs First” plan aimed at keeping jobs and tax dollars in state. The members stated that unlike other states, Michigan does not give meaningful financial preference to Michigan businesses and workers in contracts. Under legislation that will be introduced, any Michigan employers and small businesses submitting a bid for a state contract would have an 8% preference, providing in-state companies an edge in the contracting process. Additional legislation will also be introduced giving Michigan companies thirty-days to resubmit their bids for a state contract if they initially lose out to out-of-state firms. There will also be similar legislation for local and municipal contracts. As part of the package, state departments will be required to post online the number of full-time and part-time jobs created, and the wage rates of those jobs, by any company awarded a state contract.
