The budget process officially began in January with the biannual Consensus Revenue Estimating Conference. The following the month, Governor Rick Snyder presented his executive budget recommendations before a joint House and Senate Appropriations Committee. Since that time, the House and Senate have been busy introducing their budgets and Appropriations Subcommittees have been holding hearings to discuss issues within their purview. As is the case most years, two of the most fiercely discussed and debated issues are education funding at all levels and revenue sharing for local governments. Additionally, there are ongoing discussions on the amount of funding for infrastructure, business attraction, ongoing funding for the Flint water crisis, as well as several funding issues within the Department of Health and Human Services, including funding levels for numerous programs for low-income residents and children.

For the past several years, the House and Senate have wrapped up the budgets and sent them to the Governor in early June. The House and Senate have indicated they hope to stick to the same timeline this year.
