On Thursday the Senate passed and the House concurred in a bill appropriating $47.8 million of the state’s tobacco settlement funds to the Detroit Public Schools (DPS). Without the appropriation, DPS would only have few weeks of funding available, after that time teachers and staff would not have been paid. While the House passed version would have placed oversight authority solely with the Financial Review Commission (FRC), the Senate amended the bill to state the FRC would only have oversight if an emergency manger ceases to have oversight of the finances. The bill will be sent to Governor Rick Snyder for final consideration.
