This week, four members of the House Democratic Caucus announced their plan to fix Detroit Public Schools. Their proposal would create the Detroiters Coordinating to Help Enrich Children (D’CHEC), serving as an oversight and coordinating entity. It would be comprised of seven appointed members who have resided in the City of Detroit for at least five years. Under the proposal, D’CHEC must comply with the Freedom of Information Act (FOIA) and follow the open meetings act. The proposal also calls for the creation of a new school district and an elected school board. The plan is in a draft form and stakeholders continue to work on various aspects of the proposal.
